Generally speaking, when there is a botulism outbreak, the safest course is to investigate all food and food sources. It is safer to assume there is more danger and perform a rigorous expectation than not, especially when alternate food sources exist.

Chemically, yes, though this doesn't change that more food could be contaminated and the safest approach is a full inspection.

I don't know. But it's best to be safe, and if the drug causes such effects by being inhaled, then I don't see any reason not to assume the worst and suggest that, if it is on any food, eating that food could cause similar effects.

You don't know, nor do you know what the drug was inhaled from, so you are going to assume it was in the food, thereby potentially misinforming anyone who doesn't know what is happening and causing unnecessary panic.

I know very little about the situation at hand. However, the kitchen is where the outbreak took place, and thus, it has been sealed off. Without access to the kitchen, the greenhouse is a decent option for those who are hungry.

I haven't observed any unnecessary panic. Generally, I find barge residents become quickly inoculated to the insane and dangerous.

The biggest day-to-day risk is of him being a lazy, contrary asshole.

He's not violent unless provoked; I wouldn't put it past him to try stealing tools or chemical fertilizer, though I'd say that puts him in common with every Inmate on board.

He has a history of drugging people with sedatives but it's not a hobby. So long as you keep a catalog of plants being grown and inspect any food going out for consumption, which I assume you do anyway, he won't be a problem.
